What is the difference between Britons and Englishmen? England is to Britannia as Castille is to Hispania.
Hispania was the Roman name for the Iberian peninsula and the term "Hispani" included all ethnic groups from the Iberians of the south, to the Celt-Iberians of central Hispania, to the Celts of Galicia in the northwest to the Basques. The Castillians did not exist as a people during the Roman times and, when they later formed as a unique society, included people descended from barbarian invasions.
Likewise, Britannia was the Roman name for the British Isles and the term "Britanni" (Britons) would have included the inhabitants of what is now Wales as well as what is now England. "Englishmen", like the Castillians, did not exist as a unique people during the Roman times and, when they later formed as a unique society, included people descended from barbarian invasions.

probably known in Celtic as Artos (ie, Arthur), 'the Bear', "Arktos" is Greek for "bear" (the "Arctic" being the region of the Great Bear and Little Bear constellations), and is cognate with "ursus" in Latin.

What is the difference between Britons and Englishmen? Great Britain is populated by English, Welsh, and Scots. Only the Royal Family is "British."

What about the DNA evidence that white Brits are essentially Dutch. Depends on which Brits you mean. The Scots and Welsh (and Irish) are nearer akin to Basques than anyone else. But the English (Anglo-Saxon) newcomers, are indeed close to the Dutch.
The Britons described in this essay, are the ancestors today's Welsh. They did indeed adopt quite a bit of Latin language and culture during the Roman occupation, but genetically they apparently didn't change much during that time.
