An investigative report just released by the Catholic Family and Human Rights Institute (C-FAM) and the International Organizations Research Group (IORP) has found widespread financial and programmatic mismanagement within the United Nations Population Fund (UNFPA).
"The United Nations Population Fund: Assault on the World's Peoples" reports that internal U.N. audits show that UNFPA does not monitor the quality or reliability of the reproductive goods it ships to poor countries. The report also unveils little-known internal U.N. audits that accuse UNFPA of failing to account for up to 50 percent of its funds for the years 1998 and 1999.
UNFPA is the chief organ of population control and abortion promotion at the United Nations and has come under severe criticism from the United States, one of UNFPA's chief donor countries. In recent months UNFPA was accused by the U.S. government of aiding and abetting forced family planning programs in China and subsequently lost all U.S. funding.
Efforts to de-fund UNFPA are ongoing in the British House of Commons and House of Lords. This new report is expected to fuel efforts to strip UNFPA of it funding, which has decreased almost $200 million over the past 10 years.
Report author Douglas A. Sylva, C-FAM research director and director of IORP, reports that 10 million condoms sent by UNFPA to Tanzania were later discovered to be faulty by the AIDS-beleaguered nation. Sylva uncovered U.N. reports that showed UNFPA could not account for its money because it did not follow the routine bookkeeping practices necessary to keep track of it.
U.N. auditors also discovered that, during the same period of time, 75 percent of the UNFPA programs investigated "failed to deliver all of their planned outputs," while 25 percent "fell significantly short."
There were numerous cases of fraud and frequent breaching of United Nations financial regulations at UNFPA headquarters and at numerous UNFPA county offices. The U.N. auditors concluded that these problems of mismanagement have grown worse over time.
The C-FAM report, the second in C-FAM's White Paper Series of investigations, also establishes how UNFPA secretly promotes abortion. UNFPA distributes crude medical devices called manual vacuum aspirators, devices that UNFPA's nongovernmental partners use to perform illegal abortions throughout the developing world.
The report also chronicles how UNFPA integrates its activities with pro-abortion NGOs, including the International Planned Parenthood Federation, and how these organizations have developed strategies to allow for UNFPA to help them increase access to abortion.
The report corroborates accounts of UNFPA involvement in coercive population control programs in China, Vietnam and Peru. In fact, documents written by one of UNFPA's population control allies and acquired by C-FAM show that UNFPA provided essential demographic expertise to the Chinese government, even setting up a population research center affiliated with the Chinese Family Planning Commission, the agency that is responsible for implementing China's forced-abortion and forced-sterilization program.

OTOH, if these bureaucrats weren't stealing most of the money paid/contributed to the UN and using it for their own personal purposes, they would probably be using it to foster more anti-American activities, worldwide.
