That's fully understandable.
Learned behavior, e.g., as a result of repetitive, contiguous observations of democrats (Pavlov's dogs) and their charactistic behavior patterns (salivation), we see a Democrat and, through this "associative" learning, predict a behavior.
Similarly, we can see a Lizard and predict a Democrat.
That's gotta be NeoCortex!
