I don't get it. Does this mean that convicts should never be allowed to hold jobs after they have served their time?
In that case, what exactly are they supposed to do?

It could be worse. In NYC a couple of years ago, they discovered that a number of bridge and tunnel employees were members of something called al Fuqra, a Black Muslim organization with a heavy ex-con component that has been linked to al Qaeda. Some of them lived in the al Fuqra community in Orange County, where others worked in the local CREDIT CARD PROCESSING industry!!!
Chicago should check these people out very thoroughly, since the bridges and tunnels present opportunities for things much worse than dipping your hand in the till.
By the way, felons have to work, but they are not normally allowed to work at jobs that might present too great a temptation, such as those where there is loose cash lying around, access to credit card numbers, etc.

Tolls are the most inefficient way to collect funds. If it were not for power windows you could get repetitive motion injuries in IL. with a toll booth every 10 miles.
Where are the environuts? All those cars waiting to pay a toll are just wasting fuel an polluting the air.
The tolls in IL. and many other states (my own NY) are nothing more than a make work jobs program. These union slugs are beholding to the party that got them their job.
Road use taxes are already applied to fuel. Why not eliminate this huge overhead and adjust the fuel tax to reflect the TRUE cost of building and maintaining roads? Nah, can't do that, the socialists need the votes
