Uday's Editorial on Resolution 1441

Dr. Uday Saddam Hussein

to the extraordinary session of the National Assembly,

for discussing the UN Security Council Resolution (1441)

In the name of Allah the most Omnipotent, the most compassionate

My comrades and brothers members of the National Assembly..

Iraq, or more correctly the Arab Nation, is passing through a critical historical circumstances for any results or reflections that will be resulted from these circumstances, whether negative or positive, will have direct effects, not mere reflections, on Arab countries in general, especially Saudi Arabia, then Syria, and Jordan in the third place, if not the first, which will equal or surpass the effects that will affect Iraq. That is in lieu of the Arab countries. Iran will be directly affected, and so will Turkey be. With the Islamic current which will involve Turkey in a maelstrom of struggles, even if it did not rise the present threats, which do not concern us here . It is important to make our real position clear in this aspect. Clearing the facts on a level like this ascends in importance to the level of historical truth, or direct responsibility to my beloved father, President Saddam Hussein, after he called on the National Assembly to hold an extraordinary session to discuss a subject that has priority in such circumstances as we face now. Here we have to point to what is working for us, and what is working against us, and , to be direct and not going around the subject, we will mention first what is working against us such as:-

- All our principle trading attitudes are those contracts which were signed with some states, such as Russia, Contract of century for them, were signed for political effect i.e. using the economic side to affect the political side in decisions or resolutions concerning us, and we know that in small circles of political activity a certain percentage of contracts is being given to this state or that to please this minister of foreign affairs, because he owns companies, or to that prime ministers, and others, such as this or that head of state, who owns companies in foreign countries, which we gave trading preferences. This is partly true concerning Arab countries. We will not name names, even if this is one of the National Assembly documents, because this is included in (Honesty) and the importance of keeping private names out because exposing them is not suitable in International relations. Also, we are not about to discuss this topic .. but we would like to say only this:- Would it not have been better for us, if instead of given the whole package and give it to this or that party, if we had followed the policy of step by step, not only in politics, but also in economics, so that we can understand the directions of future policies, instead of putting our whole package in one lap, which is Security Council Resolution, without us having past antennas for simpler cases so that we can feel them, and we find ourselves now exposed to the same play we were exposed to in 1998 in agreeing to the resolution. The states who said then that they will use (veto) or abstain voting, are the same ones who said the same thing about resolution 1441 in 2002, but they endorsed it nevertheless. So whether treating with Arabs or foreigners, we would have been better using antennas before we treat with these or those, without betting on the last chance. Now we have reached a sudden position including the Syrian position .. so it would have been better if we had antennas that gives us not knowledge alone, but a chance to change, increase or decrease the pressure, to open the (bag) or squeeze the (bag) according to what the antennas tell us to do. To conclude I would like to say one thing more: - Suppose we gave all that we gave to Russia, all of its to Western companies, because in the West there is no state, especially in France, Russia and others, but companies we will give what we gave, i.e. our trading will be with companies not countries, especially for decision makers, because trading, for example, with China did not make her take any position. On the contrary it became nice to America on our expense, because of their private accounts which are based on the trade balance between Washington and Peking with about (400) billion dollars. We certainly can not reach such amount, so they did not take what we gave them from the aspect of principles, so it turned to be on our expense, for China had a position in 1998 pretending that it will say (No), but this time it did not pretend at all. On the contrary, during the Chinese president (Zimmen) to the USA he reach up an agreement not to say (Yes) or (No), and in the end , i.e. during the voting he said (Yes) i.e. he surpassed even what the Americans hoped, for China, this time did not abstain or demure, but went further and voted with the resolution. What I want to reach from all this that if we had traded with companies, and we will not say that if all of them were to put pressure on their governments. We will not say 75% or 50% or 25%, but if we had given 20% or 15% of what we gave to foreign companies, we would have given it to parties that are either foes or influential to the decision makers of America, whether they were Democrats or Republicans. Imagine what will it like to be.. and if we take 15% or 10% or 5% of what we had given, and given it to the English in the same way and the same parties, what would be its reflection on the present situation? This is not necessary a pacifying talk for America, because our struggle with America will continue for the next 20 years due to ideological, religious, and ethical differences between us and them. On the other hand the West believes in meetings of interests and not in the balances and calculations in which we believe. So we can use them to serve us in this aspect. Our calculations are still short sighted. For example our diplomacy can not tell us that it worked on Germany for a long time, for it has no work there. Germans wanted to go outside their borders to Europe militarily so they chose the Balkans, and wanted to go from Europe to the rest of the world, so they chose Afghanistan. They wanted to cut their policy from USA policy, so they chose a case that their people sympathize with , and put it within their political elections, so that it will become the people’s choice for most of the Germans, and it carried them to power, and made it possible for them to negotiate concerning it. They said the (N0) they wanted, and it will be the first of many (No)s for a lot of independent issues which Germany wants away from American policy. And so we finish with what is against us. As for what should be working for us it is the need for us in the National Assembly to take a clear decision. I think we should accept the Security Council resolution, the subject of this extraordinary session, within certain fixtures and limitations. We can not say (terms) because we have no choice. The two names we suggested, should do, for in a storm one can not choose his haven, and here we should benefit from the feeling and understanding of the Arabs, and the beginning of their awareness of the conspiracy against all of them which will appear during the next weeks, months, or even years. We have to raise Arab officials, even if they do not want so, to the level of their historical responsibility. In front of our Arab people. We have to put terms before we accept. There should be no acceptance of the resolution unless it will be under the Arab tent. If not the Arab tent, then the Arab League. There should be Arab technicians and supervisors who understand Nuclear, Chemical and Biological aspects, and if it possible to get those from the UN, even if they are officers in Arab armies i.e. Arab technicians, Supervisors and Army officers. The second point is that we have to let our enemy understand – for he said openly, that the UN resolution does not mean stopping him militarily, for he is able to attack militarily any time and or any reason that can be considered a breach of the contract without going back to the Security Council. We, in turn, have to prepare, so if we discover that a certain parasite or disease is in the air, we take our care and prepare our medications and the suitable reaction for each action. Hence we should ask the Arab countries to do the following:-

1- Cutting oil supplies off any state that will attack Iraq, and any state that allows the direct use of

its airports to hostile aircraft’s, as for states that give a logistic aid to the hostile planes such as

allowing them to refute for example: Italy, we would prefer to cut oil off them, but cutting 50%

of the oil might help them see their error.

2- Arab countries should not allow any piece of arms to pass through the various air passages or waterways that can be used in attacking Iraq. Countries allowing this or gathering enemy armies

in them, should be punished by cutting Arab aid off them, and by stopping supplying them with

fuel substitutes. If we can do this, and that what we prefer, it will give us a façade in front of the

peoples of the world and the Arab people that we will keep marching, Despite our belief that the

People of the world can not affect their decision makers with the level of demonstrations they

Have been holding. May be if they can raise their demonstrations to the level of the1975s demonstrations in American against the Vietnams war, they will affect a main change. Since

Elections have ended in most major states we do not think that demonstrations will affect decision-makers. As for the Arab people, we think that the Arab masses will have a clear influence

in the case of attacking Iraq. Then, action comes, but we are talking here about pre-action, but still now the Arab people in their demonstrations, except in Dear Egypt as President Saddam Hussein, may Allah protect him, on the 6th of October 2002, during his meeting with a number of

officials, soldiers, researchers and technicians, for when (Egypt) was mentioned, his excellency said (Dear Egypt).. so, as we said, except in Dear Egypt which rose to the level of responsibility,

the other Arab demonstrations did not reach the foreign level of demonstrations in the world east and west.. and so we reach the end of the road. The Imam Ali (may peace be upon him) never started a war. He waited for his foe to start it, before he did, and this is our method too. Even in 1991 we were not who fired first. We waited for the enemy to fire despite our knowledge of the great scarifies that can happen. The Imam Ali (may peace be upon him) knew too the scarifies he might give, but in the end he was the winner, and his foe, who thought himself the winner, was the loser, and then we go to the end of the road in showing the humanitarian side of our case and our principles if those terms were available, i.e. we go back to 1991 when we gave away our chance to start, and now we give time for our diplomacy in politics to achieve these terms. If these terms cannot be realized then we have to be the first to reject and the first to attack the party who wants evil for us, any party, no matter what its name is, i.e. we should not wait for arrows to use our shields. We know that American are cowards, treacherous and stinking hyenas, so we have to deprive those stinkers from any chance. Comrades and brothers, members of the National Assembly:-

This is my position as a member of the Assembly, I put it in front of you, leaving it in your hands, knowing that you carry in your eyes and around your necks the historical responsibility in front of the Iraqi people first, and the Arab Nation second, and last, not lest, the trust of our leader, my beloved father, in you and God will be my witness.

This sounds rather racist to me. Implying that Arabs are a backward people who live in tents. We should bring this statement to the attention of the peacenik crowd.

This "Arab League" has spilled personal blood of mine. I'm not giving him 'free airtime'. But he does say a few things there that shed some light on Iraq's business dealings and support they are now receiving. Mostly babble; but if it can lend any information for any of our use, then it is worth posting.
