They are BANNED from acquiring arms from the Outside world.
Hence, anything found that isn't homegrown, or acquired prior to GWI, is Banned.

Now, Mind you it is possible that these are completely home grown......But considering that it has been 12 years that Iraq has been forbidden from acquiring arms, and arms components for 12 years, that seems highly unlikely.
