There was a Silkworm facility at UM Qasar. Thats my bet. I dont know who could have fired it however.

Fox newsman on the scene reporting explosion at a theater, possibly a car explosion from a parking garage under the theater. Not much else at this time except he came upon a piece of metal, yellow and silver, possibly part of a car.
