Motorists in Greensburg probably can get away with calling this policeman a dummy and not suffer any repercussions.
Police Chief Walter J. "Wally" Lyons, however, doubts that motorists will be troublesome in the presence of this officer.
On Friday, city police unveiled its new traffic safety weapon: a rubber mannequin outfitted in police uniform sitting in the driver's seat of a marked patrol car. The car will be parked near various traffic trouble spots in the city and is aimed at getting motorists to obey traffic safety laws, according to Lyons.

I remember when the Illinois State Police tried this in Chicago (on the Eisenhower extension, northbound, in the median, years ago). Some creative driver placed a box of Dunkin' Donuts on the hood of the patrol car. Whoever it was, I salute you.

Does this mean its permissible to use a mannequin in the passinger seat so that one can drive in the car-pool lane?

I'm not sure, but you might get away with it since the mannequin patrolman is unlikely to notice the difference. Just don't let your mannequin do the driving, you might wind up being a crash-test dummy yourself.

Don't you hate getting pulled over by these dummies?Nope. In the long run, I figure they're just doing the job that they get paid to do.
Besides, in the 34+ years that I've been driving, I've never had a moving violation. ;^)
