Is this a positive situation, or a negative one. Where I live, (with a local population of over 1 million) the sheriff wouldn't know me from eve and steve. Plus, there are so many political issues on who would get one that the issue was changed to a state issue rather than a local one.

Tennessee and now Minnesota[pending Gov signature], is a "Shall Issue" state. That means the CCW Law in your state controls the requirements needed to get a license.
In a "May Issue", the local official "may" issue a license based on your record, age and how much you contributed last year to his election campaign.
That's why, since 1986, every police chief and local Sheriff in every state has refused to support any CCW Bill.
