China's not fooling anyone outside China, and they're hardly fooling themselves. Their situation is six parts lies, half a dozen incompetence. Who knows how bad the situation is out in the rural areas, where the local 'doctors' would have little way of really knowing what symptoms are SARS and what aren't.
