I hope that you are one of the people who can look at a problem from both sides and form a coherent and logical conclusion by realizing that both sides are neither 100% right or 100% wrong. Did you read the postings to that article? If so, you would have found some of your questions already answered.

I'm not sure that I could answer all of the questions/allegations that you have posed from the Senator Montjoy email, but I'm sure that you will find them either already answered or willing to be answered by Californians, the people that are directly effected by all of this.
