Metcalf's list missed the biggest urban constituency of them all in California, the environmental vote, Californians will vote for bond issues for the environment even though they know they'll pay for it in higher taxes. Those bills never lose, even if they don't tell you how the money is to be spent!

I'm afraid that there are a lot of voters here in California who think that state bond issues are free money.
