Mideast road trap
Center for Security Policy ^ | 2003-05-05

Posted on 05/05/2003 2:32:31 PM PDT by Tailgunner Joe

Newt Gingrich recently precipitated a firestorm of controversy when he pointed out that the Department of State was working to sabotage President Bush's security policies. As a case in point, he cited the State Department's machinations behind the so-called "road map" for peace between Israel and the Palestinian front in the Arab- Israeli conflict:

"The State Department invention of a Quartet for Israeli-Palestinian peace negotiations defies everything the United States has learned about France, Russia, and the United Nations. After the bitter lessons of the last five months, it is unimaginable that the United States would voluntarily accept a system in which the UN, the European Union, and Russia could routinely outvote President Bush's positions by three to one (or four to one if the State Department voted its cultural beliefs against the President's policies).

"This is a deliberate and systematic effort to undermine the President's policies procedurally by ensuring they will consistently be watered down and distorted by the other three members. This is worse than the UN inspections process -- a clear disaster for American diplomacy."

Speaking Truth to Powell

The former House Speaker is, of course, absolutely correct in warning that the negotiating format the State Department has conjured up over the past year amounts to a stacked deck -- stacked against President Bush and the principles and preconditions for recognition of a Palestinian state that he announced last June.

Unfortunately, the problem is not simply a procedural arrangement whereby four entities profoundly hostile to Israel are in charge -- so much so that they are hoping to be able to dictate terms to the Israelis. This assuredly is not the negotiating process President Bush had in mind when he offered his vision for a real Mideast peace nearly a year ago.

Given the Quartet's composition and proclivities, however, it is hardly surprising that the content of its road-map also deviates profoundly from what Mr. Bush at that time. This is evident in particular on two critical counts.

What 'New' Palestinian Leadership?

First, Mr. Bush made very clear last June that a new generation of leaders, "untainted by terror" would have to come to the fore in the Palestinian community via democratic means. The clear meaning of this precondition was that neither Yasser Arafat nor anybody associated with his terrorist kleptocracy could be considered a legitimate interlocutor in a new, reformed "peace process."

Career bureaucrats -- like those running the State Department who, at best, can scarcely conceal their contempt for the people elected to run the country -- are fond of saying "What the President meant to say is...." In this case, State and its Quartet partners have contorted the President's intention so as to enable one of the Palestinian caudillo's most faithful lieutenants, Mahmoud Abbas, to be hand-picked by Arafat but nonetheless represented as a real partner for peace with the Israelis.

Arafat and Abu Mazen (Abbas' nom de guerre -- it tells you something about this man's commitment to peace with Israel that he has a guerilla nickname) even performed a little drama designed to demonstrate for Western consumption that the lieutenant, not his boss, would now control the official security apparatus and, as a result, be able to crack down on Palestinian terrorists. This gambit was reminiscent of another of Arafat's theatrical performances a few years back when, to demonstrate his commitment to live in peace with Israel, he was supposed to secure the elimination of dozens of provisions in the Palestinian Charter calling for the destruction of Jews and their State. Just as these provisions remain unchanged to this day, power still rests in the hands of those who espouse jihad against Israel.

Ending Terror No Precondition

Second, President Bush also indicated last June that Israel would not be expected to accept a Palestinian state unless and until terrorism ceased to be waged against the Jewish State. But the Quartet had other plans. It adopted a timetable for recognition of a State of Palestine that was geared, not to an end of the threat to Israel, but to a predetermined calendar: The boundaries of a provisional state to be fixed by as early as the end of 2003; a full-fledged and internationally recognized state not later than 2005. And while the Palestinians would be required to "undertake visible efforts...to arrest, disrupt and restrain individuals and groups conducting and planning violent attacks on Israelis" ("visible," being the operative term, not "successful"), the Israelis would be obliged from the get-go to make tangible and possibly irreversible steps. For example, they must pull out of forward defensive positions in Palestinian areas, stop further growth of settlements, etc.

The Bottom Line

In short, the "road map" for Mideast peace offered up by the Quartet appears more likely to prove a "road trap" for one of the parties, Israel -- and for a President who, more than any other in history, has committed himself to the survival and security of the Jewish State. Such a prospect is all the more absurd given the unprecedented opportunities a post-Saddam Middle East could present for a genuine, just and durable peace between Israel and new, non-radical Arab regimes in the region.

In his inspiring address on the U.S.S. Abraham Lincoln last week, President Bush warned that "Any person, organization, or government that supports, protects, or harbors terrorists is complicit in the murder of the innocent, and equally guilty of terrorist crimes." It can only be hoped that the State Department, the rest of the Quartet and the Palestinian sponsors of terrorism on whom they hope to confer a state understood what the President surely meant to say -- both now and last June: He will not be party to surrendering Israeli security, any more than our own, to those determined to destroy freedom-loving peoples and societies.

It is utterly unimaginable that after beating the crap out of two Arab terorist-sponsoring countries that the US would be so naive as to think that without total victory over the Palestinian terrorists that any sort of "peace" would be possible.

First they just wanted us dead, now they want us to build our own gas chambers.

Somebody should ask the DEA to find out just what the State Department is smoking.

It seems impossible that the man who invaded Iraq over the objections of the rest of the world is the same man loading a 3 to 1 advantage to people intent on taking apart what was just done.

Mr Gaffney most assuredly has the measure of the obscenely-elitist un-and-anti-American self-perceived and self-perpetuating Brahama that long invaded, occupied and colonized what may very very very long ago have once been America's foreign "service."

With enemies like those at State already within the walls, the dangers posed by the likes of Saddam Hussein, the Peking-based Jiang Gang, North Korea's Baby-Kim and by all and every other foreign despot, thuggee and gangster-posing-as-politician are nothing for Our Beloved Fraternal Republic's Rumsfield-Led Defence Department -- and for America's Armed-Forces! But unless the "DemocRATic" potty activist descendents of Alger Hiss and all of the other bastard spawn of the Communist Party of America are Herculean-cleaned from Foggy Bottom's squalid stables, all we do abroad militarily to make the world safe for the Judeo-Christian [IE: "Human"] Civilization Our Nation has long Vanguarded and will ever guard will be undone by the manifestation of Evil that are State's self-styled, self-perpetuating Brahama!

The manifestation of Evil that comprise the self-perceived Brahama at State believe to the last serpent that it is their role to protect their [Unearned and undeserved] Power against such comparitively inconsequential low-lifes as the President of the United States of America.

State has always been and will always be the Enemy that makes all of the other enemies possible.

And Powell wears it like a glove!

So you are saying Powell is to blame for anything the State Department does? Why bother having a president?

<< So you are saying Powell is to blame for anything the State Department does? >>

Not at all. Although I might be saying that Powell, as he has been since he made Captain, is out of his depth.

And, because he is not a threat, is simply tolerated by State and being used by that systemically un-and-anti-American domestic-enemy agency as a TDY Useful Idiot.

The State Brahmana, the straight-line bastard-offspring of the Communist Party of America, [Witness Alger Hiss, Compound to the Power of Infinity!] comprises two parts. At its core are the Absolutely and Actively Evil. These obscenely-elitist creatures hold our elected representatives in the utmost contempt and Absolutely believe it their duty to protect America's enemies from the likes of Our Beloved FRaternal Republic's President, George Walker Bush. Whose blind spot -- and indeed whose family's blind spot -- has long been accupied by former general Colin Powell.

Peripherally, state comprises its core manifestation of Evil's carefully selected power-and-ego-driven and mindlessly-dullard and/or likely to be easily-compromised and thus controllable [They are disproportionately sexually deviant] fifth and sixth raters, who man the stupendously Potentate-Palace-like outposts -- and report back to the Foggy Bottom-based Enemy Core.

Affirmative-action's most visible failure, Peter-Principle's Poster-boy, Powell, has but joined the ranks of the latter as a tolerable but nonetheless "TDY" useful idiot.

Never for even a millisecond forget that the Power Lust -- rampant in Powell -- is the Noxious Weed the florishes ONLY in the vacant lots of empty minds. We should especially not delude ourselves into believing that even one of Our Nation's enemies, foreign or DOMESTIC -- EVER forget that Truism.

[Don't believe me? Re-examine the 'photos and the film of such other execrablely-dangerous dullards as the Clintons, the Gores the Richard Hollbrooks, the Jimmah Carters and the Notat Albrights as they waddle along beside and are captivated such of the world's more obscene mass-murderers as the Kims and the Castros and the members of "china's" Jiang Gang. Look at their star-struck facial expressions and their body language. Absolutely and desperately-dangerously captivated -- every last one of them. For decades and still, almost every day, I see the same enthralled look on the faces of those of our "representatives" I meet here in Asia and elsewhere in the world. Every day!]

Never forget, either, that in the conduct of its government-to-government International Affairs, America's worst problem derives from its greatest attribute.

In despotic, totalitarian, gangsters-posing-as-politicians run "countries," the "government" is by far the number one employer. Streets ahead of even the second best "job" offerer and, more often than not, the only employer worthy of the application of that title. [In America there are more than a quarter million more attractive employers -- and many many more honest "jobs" to be had]

Any and all of those foreign "governments'" representatives who get to deal with the mind-numbed robots ever sent out by State to "represent" US, are the intellectual creme de la creme.

Thus, even in such hell holes as Syria and North Korea and Burma/myanmar -- let alone in "china" and Russia and Singapore and Indonesia -- "our representatives" are used by the foreigners -- and by the domestic enemy at State's core -- as conduits between those two enemy strongholds for Our Nation's enemies' points of view. Like their close allies, the CNN "reporters," they are noteworthy only for their mindless toeing of our enemies' propagandists' lines -- and for their willingness to carry home to our domestic enemies, our foreign enemies' instructions.

Like the one passed from Damascus that saw to it just last weekend that the obscene spectacle of Powell, properly enthralled of course, sitting down with that manifestation of evil's "government" happened on Syria's orders and on Syria's timetable.

And on Tony Blair's, Gerhardt Shroeder's, Jacques Chirac's -- and Vladimir Putin's!

Best ones -- Brian

I understand and sympathize with what you are saying. I am not a fan of Powell either. However he works for the President, takes direction from the President, and anything Powell does face to face with other nations is with the complicity of the President. To leave Bush's name out of your reply is to forget where the buck really stops.

<< To leave Bush's name out of your reply is to forget where the buck really stops. >>

Very fair comment although I believed that in saying:

" ..... President, George Walker Bush. Whose blind spot -- and indeed whose family's blind spot -- has long been accupied by former general Colin Powell ..... "

.... I acknowledged that I not only agree with you totally on that point but also that I am extremely concerned that the very-well-demonstrated Bush-family blind spot vis-a-vis Powell is extremely dangerous.

[President Bush's refusal to deal with the State and Justice/INS facilitated, aided and abetted criminal-alien invasion bothers me every bit as much. That very-much-related Buck stops with Mr Bush, too!]

My Powell concern is particularly raised by the fact the Bush/Powell State department visibly varies not one iota from KKKlinton/Albright's.

Given both the Bush-family's Powell blind spot [And if it did not blind them we would call it something else, he would be Major [Retd] Powell -- and you and I would not be having this exchange!] -- and that Powell is politically un-fireable [And he and State know it!] -- of most serious concern is that he has slotted in so well at State and with its client-nation masters around the world, that he so overtly acts as the conduit of the ideas and interests of our enemies foreign [And our "friends" -- whose wider interests -- witness Blair -- are rarely if ever ours] and domestic and our President -- and so readily facilitate's the self-elevated State Brahmanas' "interpretations" and "filterings" of the Bush Administration's otherwise unambiguously-stern statements of policy and of purpose.

Several folks I know who have occasional contact with Mr Powell tell me the mendacious-media-manufactured Powell image bears as much relationship to the actual [Socialist "Democrat" (?)] man as does Eleanor KKKlift's Hillary Rodham Clinton to Mr Justice Kenneth Starr's.

And, yes, he is President Bush's responsibility.

To correct Newt Gingrich's recent observation to the effect we have just seen six months of foreign-policy failure corrected by three weeks of Defence Department success: -- truth is both President Bush and Powell are overseeing the perpetuation of the permanently failed Department of State.

Best ones -- Brian
