I suppose by the quality of the video, the person taking the video wasn't supposed to do it. As horrendous as it looks and sounds, God approved of the same action against rebellious children. In the Levitical laws, Adulterers, zoophiliacs, homosexuals and other perverse behaviors were to be purged from the people and stoned to death. It's in the Bible.
