IN THE HOUSE OF REPRESENTATIVES May 8, 2003
SEC. 3. ELIMINATION OF SUNSET.
Section 110105 of the Violent Crime Control and Law Enforcement Act of 1994 is amended--
(1) by striking `--' and all that follows through `(1)'; and
(2) by striking `; and' and all that follows through `that date'.
SEC. 4. GRANDFATHER PROVISIONS.
Section 922(v)(2) of title 18, United States Code, is amended--
(1) by inserting `(A)' after `(2)';
(2) by striking `on the date of the enactment of this subsection' and inserting `as of September 13, 1994'; and
(3) by adding after and below the end the following:
`(B) Paragraph (1) shall not apply to any firearm the possession or transfer of which would (but for this subparagraph) be unlawful by reason of this subsection, and which is otherwise lawfully possessed on the date of the enactment of this subparagraph.'.
SEC. 5. REPEAL OF CERTAIN EXEMPTIONS.
Section 922(v)(3) of title 18, United States Code, is amended by striking `(3)' and all that follows through the 1st sentence and inserting the following:
`(3) Paragraph (1) shall not apply to any firearm that--
`(A) is manually operated by bolt, pump, level, or slide action;
`(B) has been rendered permanently inoperable; or
`(C) is an antique firearm.'.
SEC. 6. REQUIRING BACKGROUND CHECKS FOR THE TRANSFER OF LAWFULLY POSSESSED SEMIAUTOMATIC ASSAULT WEAPONS.
Section 922(v) of title 18, United States Code, is amended by adding at the end the following:
`(5) It shall be unlawful for any person to transfer a semiautomatic assault weapon to which paragraph (1) does not apply, except through--
`(A) a licensed dealer, and for purposes of subsection (t) in the case of such a transfer, the weapon shall be considered to be transferred from the business inventory of the licensed dealer and the dealer shall be considered to be the transferor; or
`(B) a State or local law enforcement agency if the transfer is made in accordance with the procedures provided for in subsection (t) of this section and section 923(g).
`(6) The Attorney General shall establish and maintain, in a timely manner, a record of the make, model, and date of manufacture of any semiautomatic assault weapon which the Attorney General is made aware has been used in relation to a crime under Federal or State law, and the nature and circumstances of the crime involved, including the outcome of relevant criminal investigations and proceedings. The Attorney General shall annually submit the record to the Congress and make the record available to the general public.'.

Ban every gun made to lawfully comply with the Clinton ban. The Clinton ban arbitrarily dictated the kinds of grips, stocks and attachments that new guns could have. Manufacturers complied. New guns were made to conform to the Clinton restrictions. Now prohibitionists want to ban the new guns, too.
Ban guns the Clinton legislation expressly exempted from prohibition. This includes Ruger Mini-14s, Ranch Rifles, and .30 Caliber Carbines, and entire classes of guns, including fixed magazine rifles, as well as shotguns that hold under five rounds.
Ban guns widely used for target shooting. It bans the three center-fire rifles most commonly used for marksmanship competitions: the Colt AR-15, the Springfield M1A, and the M1 "Garand."
Ban all semi-automatic shotguns: Remingtons, Winchesters, Benellis, Berettas, etc., widely used for hunting, trap, skeet, and sporting clays, by banning their receivers (main component).
Ban guns for defense. Bans any semi-automatic rifle or shotgun any U.S. Attorney General one day claims is not "sporting," even though self-defense is a fundamental right and the federal constitution, the constitutions of 44 states, and the laws of all 50 states recognize the right to use guns for defense.
Ban 68 named guns (Clinton ban named 19 guns); Ban parts used to repair or refurbish guns, including frames or receivers; Ban importation of ammunition magazines exempt under Clinton ban; Ban private sales of millions of guns, their frames and receivers, and their parts; Ban semi-automatic rifles under 30" long (useful for home defense); Ban all semi-automatic rifles that can hold more than 10 rounds.
Ban guns rarely used in crime. State and local law enforcement agency reports have always shown that guns on the Clinton and Conyers/McCarthy ban lists have never been used in more than a small percentage of violent crime. The Congressionally-mandated study of the Clinton law concluded that guns it banned "were never used in more than a fraction of all gun murders." But even if they were, are the rights and liberties of law-abiding citizens to be dictated by the acts of criminals?
Begin "backdoor" registration. Requires manufacturers of banned guns, frames, receivers, and parts to report the names of their dealers, and requires dealers to report any of those parts they have in stock. The next step is obvious-demanding the names of gun owners who buy those parts.
Please contact your U.S. Representative at (202) 224-3121 or by using the "Write Your Representatives" feature and urge them to oppose any attempt to keep alive the Clinton gun ban.

The AWB will be a cornerstone for those who want real change in the gun-laws. Over time gun-owners have been marginilzed, demonized and held up as tobacco-chewing, redneck, uneducated, hillbillies. Those listed have kept this up for years.
Now, we have a convieneint list of those that want more socialism, even more restrictions on firearms, and will only show themselves as inept, and insignificant as possible. The Democrats have no platform, no real issue they can sway the public with to bring them back to the Democrap fold. Hispanics, family oriented, conservative to a point will look to the party that wants to help them succeed in life, not be captive to a social program. The Dumocraps have little to offer.
Time for people in the districts to voice their opinions about their Representatives and give them the boot.

Now prohibitionists want to ban the new guns, too.Seems reasonable. Republicans are in charge of everything now, the way Democrats were the first time, and Republicans are smarter than Democrats. They know enough to ban the things for their effect, not their scary appearance.
Yesterday at the range I was talking to a new AK variant owner ( a great guy, ex Army Ranger). The conversation came down to wound characteristics of the 7.62 and .223 bullets. I mentioned the difference in destructiveness of the bullets in a person with a torso shot (.223 is more destructive) and the difference in energy and penetration (7.62 is more potent). He made some minor disclaiming statement that indicated he wasn't considering this use of the weapon, and I basically said something like: "Get real. Everyone that buys one of these type of weapons has it in the back of their mind that it may be needed for use against hastiles at some point". He sort of sheepishly agreed. I say it's time to drop all this "sporting purposes", and "hunting purposes" crap and get real and be very public about it. These guns are for use to defend a Free State from takover by hostiles (domestic, foreign or whatever), not for target competition. This is why we have them, this why we should have them, this is the only legitimate constitutional reason to have them. We need to quit being ashamed of ourselves for supporting the ideology and principles of the founding fathers that Government is a servant to be controlled by the people, with arms if all other means fail, and not the other way around. I think we would see more of the go-alongs of the anti-gun crowd sway to our side if we did so. Maybe American MEN would quit being ashamed to be men, FREE MEN, if we did. We need to stand up publicly as FREE MEN, as CITIZENS instead of subjects, and we will find others joining us in multitudes again.

What we need to do is tailor our message to the audience. Look at what the gun-grabbers have done; they've told the hunters that their deer rifles are safe (they're not, but the grabbers' honesty is another issue), they've told the soccer moms that no one needs an Evil Black Rifle, and they've (correctly) ignored the Free Citizen firebreathers as not having enough people to make a difference.
The vast majority of Americans don't have knowledge about firearms and their proper role. Since they're ignorant, they're easily frightened of firearms. We must gently educate them - "Hey, we firearms enthusiasts are just like you except instead of (say) golfing, we shoot on the range." This Free Citizen From My Cold Dead Hands Water The Tree Of Liberty Crouch Down And Lick The Hand That Feeds You Let Posterity Forget Ye Were Our Countrymen stuff only serves to alienate the majority of voters from being friendly to firearms owners.

- Mrs. McCARTHY of New York. Mr. Speaker, today I am introducing the ``Assault Weapons Ban and Law Enforcement Protection Act of 2003.'' This legislation will renew and strengthen the current assault weapons ban set to expire this Congress. I am joined by 68 of my colleagues in support of this legislation and overall goal of keeping illegal firearms out of the hands of criminals.
- In September 2004, the assault weapons ban, which is supported by virtually every Federal, State and local law enforcement agency, is set to expire. Since its introduction in 1994, the ban has increased public safety and prevented dangerous weapons from falling into the hands of violent criminals, including gang members and terrorists. Unfortunately, even with its many successes, would-be criminals have demonstrated the ban's limitations.
- A gun manufacturer's ability to slightly modify an assault weapon, and the sale of ``parts kits'' which permit criminals to assemble unlawful assault weapons, is a massive loophole in the current law, allowing these weapons to flood the market and jeopardize the lives of law enforcement officers
- Additional steps must be taken to address these types of problems. This legislation begins by improving upon the current definition of a semi-automatic assault weapon to include any semi-automatic weapon that accepts a detachable ammunition magazine and possesses, a single, narrowly defined, assault weapon characteristic. Furthermore, it contains a provision that makes it more difficult for individuals to purchase or sell parts that make it possible to convert a lawful semi-automatic weapon into an unlawful assault weapon.
- During the 2000 election cycle, then-Governor Bush made a campaign promise to support the extension of the ban, as did Attorney General Ashcroft during his 2001 Senate confirmation hearing. I am glad to hear of their support and look forward to working with them in the upcoming months. I can think of no legitimate reason for civilians to have access to military-style weapons that are useless for recreational activities and only serve the purpose of furthering unwanted criminal activity.

I know, I've spent the last fifteen years in a public school system fighting this evil AGENDA. In fact, my final exams essay question for my senior sociology class next week is going to be:
"What is the difference between an ISSUE and an AGENDA, and how can not knowing this affect your life?"
We have discussed the 2nd Amendment quite a bit in class this semester. I make it clear that I'm a Life Member of the NRA and an NRA certified firearms instructor. I'm very careful not to push my agenda on these kids and they're very aware of this by my conduct in class, welcoming all students who wish to voice contrary opinions without prejudice to their grades. By everything I have seen, this teaching strategy works wonders when it comes to being an "eye opening experience."
BTW, the short answer to this question is:
"With an ISSUE you get all sides and all arguments. With an AGENDA you only get ONE side...that which the promulgating authority wishes you to act upon!"

Trying to decide whether to purchase one of these horrible weapons. Need to decide between 7.62, .223 and .308. I have a very nice scoped (6.5x24) .308, er, deer rifle.
Do I go for a semi-auto that uses the same round or is there a good reason to go with one of the other calibers?

It will happen for real or on the small screen and that's all the public needs to see. It will happen after the AWB is allowed to die. Then they will introduce an even stronger California-style prohibition and all the weak RINOS will vote for it with lots of "See, I told you so's" all around.
