It's amazing how Davis simply thumbs his nose at both the voters and the California Constitution, and nobody seems to care.
The Constitution, of course, says that the State can't borrow more than $300,000 without a vote of the people. Davis says, "So what?".
The voters passed an initiative several years ago which forbade the raiding of the Highway Trust Fund like Davis just did. Again, Davis says, "So what?".
Just amazing...
