It also appears that Lt. Gov. David Dewhurst, who campaigned as a conservative and close to Perry, is unsupportive of redrawing the lines to augment conservative strength. The Democrats redrew lines twice in the 1980s and 1990s to benefit their party. Dewhurst is also a vociferous opponent of school vouchers, meaning such a program cannot pass in TX so long as the lieutenant governor can keep the issue from coming before the state senate.
