France to add green rights to constitution

The French cabinet this week backed plans to enshrine the right to a clean environment in the constitution, a step President Jacques Chirac said would raise green safeguards to the level of basic human rights.

The plans would enable officials to take action to stop environmental damage. Chirac said they would make environmental rights equal to France's 1789 Declaration of the Rights of Man, which is incorporated in the constitution.

After disarming their fellow Countrymen with the introduction of Green Legislation into the French Constitution last year, the frogs rose up in successful one day coup that gave them control of the Government yesterday.
