It doesn't matter. Applying the liberal logic, even if it isn't true, the fact that certain people would lodge such complaints means that there is something wrong. Therefore, Reuters is at fault.

Maybe it is termed such because it is a US class action suit.

Just for the record: The term "Public school" in Britain is what we in the US would call a PRIVATE school, particularly a snotty, elitist boarding school. I think the origins of the British term may come from the idea that graduates of Brit "public" schools will go into "public service", ie they are being trained for govt office, as opposed to the American definition of "being open free to the general public"
