Congress is set to impose new restrictions on the use of Special Operations Forces that for the first time will require a presidential order before deploying commandos in routine but hidden activities.
The restrictions are contained in the classified Senate report accompanying the current version of the intelligence authorization bill for fiscal 2004.

I said it in an earlier thread: This (change) ain't gonna happen. Not even Howard Dean or Shirley Jackson Lee can argue that Special Ops are a terrific bang for the buck. They couldn't even sell emasculating this option in Moscow.

If the rats in Congress are ever exposed to any covert or intel operation before they start, these operations are doomed to failure. They will sell that information to our enemies for another black hawk down fiasco.

The problem is our SpecOps are too efficient and have too much bank for the buck.
So we can expect Generals and Admirals who are being forced out of a cushy job to ally with the rats to try and deball our Spec Ops.

Mr. Rumsfeld told Congress in February that the Bush administration is expanding the use of Special Operations Forces and has added $1.5 billion to its budget and nearly 2,000 more troops. ....And it made the Rats soooo jealous that they're now demanding he get their permission to deploy Spec. Ops.
(Not to mention $1.5B cuts into their welfare schemes!)

What a creative move by our anti-America politicians (our in government enemies). This way there would be no secret Special Ops because any operation has to go through the Congress and therefore direct to America's enemies.
How do they plan to insure that the committee or whatever that gets these advisories from the president are loyal Americans voted in by the American public and entrusted with the defense of America? How do they rule out "moles" or subversive anti-American politicians that have worked their way into the seat of our government, into this particular governmental committee and therefore a direct pipeline to our enemies?
I can just hear it now - "What- you mean Rep Jones (Muslim activist who now is in the Congress) cannot sit on that committee?? That is discrimination - all government positions should be open to all representatives no matter their religion, their beliefs, their loyalties".

Hmmm, last I checked the Pubs ran the Senate. What are they thinking? Dubya should make it clear he will veto this appropriation bill if it contains this restriction.
