It's the Janet Reno school of law enforcement. Kill the dog (or child) so that it cannot be abused. Then kill the alleged abuser, any witnesses, and then destroy the evidence by burning the house (or compound if religion is involved). Oops, no fire? I guess they missed that part of the class.

Here is the most likely scenario. Man raises hand with sandal to dog. dog goes for the arm with the weapon and is jumping up of standing up on rear legs as the officers start shooting hte perp. Dog is in the line of fire.
