I just turned on C-span to see the words $1 Billion Amed. to the Education bill by Mr. Harkin (D-Iowa).

Mr. Spector had a roll call vote. He said this amount exceeds the limit one can use in and amendment. Harking asked for the rule to be waved.

I filed this under Breaking news becasuse the Senate is LIVE.

Am I wrong in thinking that if a Senator wants to spend A BILLION DOLLARS, he better write his own bill on the matter?
