A good percentage of undecideds never get around to voting.
Perhaps, but check out THIS thread about the last Field poll before the Simon/Davis race last fall:

New poll shows Davis leading Simon by seven points

Associated Press Writer

With the election days away, Democratic Gov. Gray Davis maintains a seven-point lead over Republican challenger Bill Simon, according to a poll released Friday by the nonpartisan Field Institute of San Francisco.

Davis received support from 41 percent of likely voters in the poll, while Simon's support stood at 34 percent. The margin was unchanged from the last Field Poll, released in early September, and from the poll before that in July.

In September, Davis was at 38 percent and Simon 31 percent, and in July, Davis was at 41 percent and Simon at 34 percent.

Friday's poll found 8 percent of voters planned to vote for one of four minor party candidates, 3 percent said they would leave their ballots blank for governor and 14 percent were undecided...

Now compare these "Field poll" predictions (on 11/1/03) with the ACTUAL RESULTS (on 11/5/02) from www.ss.ca.gov:
Davis = 47.30% (vs. 41% in the last Field poll)
Simon = 42.40% (vs. 34% in the last Field poll)

Good post on comparatives just before an election with the actual results. Your posted numbers show what political scientists know from a wide variety of polls. The undecideds break sightly against the incumbent party compared to the already-decided voters. This is normal, and should be expected in California here as well.
