What's up with the Administration's new buzz word 'chaos'?

Colin Powell just recently said if the US leaves Iraq or hastily turns it over to the Iraqis the situation will turn into 'chaos'. The president today said that no free nation can be neutral in the fight between civilization and 'chaos'. Which of course Reuters dutifuly turned into the misleading headline "Bush Urges Allies to Help Fight Chaos in Iraq". Is the Administration sure they want to start using the word chaos? I would think the last thing they want to do is give the public the [wrong] impression that the situation in Iraq is chaotic. I'm mean they're hearing misinformation re: Iraq every day from the DemocRATS and MediaRATS.

Why not move the 120K troops we have in Europe to Iraq where they would actually be doing something useful.
Why did we reduce our troops in Iraq by about 25K in the last month?

I think this may be an effective word to use with the public. I think they understand that a world dominated by fanatics such as Islamic militants would be a world of chaos, and would be a frightful world indeed.
