This doesn't smell right, it sounds as if they are claiming that someone created a new species simoply by crossbreeding rats with muskrats. I don't believe it.

I thought he was going to say he crossed a DemocRAT with a Libertarian...

Absolutely nothing new going on here other than no one had been taking a pending explosion in the rat population seriously.
