A leading New York congressman is calling for an investigation into whether former U.S. diplomat Joseph C. Wilson IV violated CIA secrecy when he blew the lid off his role in a February 2002 mission to determine whether Iraq had sought uranium from Niger.

I think that you may have just nailed down what happened with this comment:
Perhaps CIA has already investigated, internally, leaks attributed to CIA sources? If so, this would have been done in the July 14 - September 28 period, precisely when Foley "resigned".
After all hell broke loose on Yellowcake I release, Tenent was probably challenged re what the hell went on.
Tenent probably knew nothing about Wilson's trip until he read about it in the NY Slimes.
A little investigation showed that the trip had been approved by Foley and kept secret until when the libs wanted to use it.
When confronted with the timeline and other data re the investigation Foley resigned/retired in August. The mediots kept a big lid on the resignation/retirement of their boy Foley.

I am wondering if he blew the whistle on his wife to protect himself by putting the government on the defense. Sort of you can't get me cause I got you. It's what I would do if I were in his position and thought the Justice Department was breathing down my neck. Turn it into a political foodfight and then claim that lawful prosecution is a politically motivated abuse of process.
Are you and I the only ones here who thought of this?

What I find amazing is no one is asking why Wilson's wife could be a cia operative,and living with him in any country that he was a diplomat in,and there be no scrutiny as to her ability to snoop for the cia with her spousal access to areas in each country that the average person could not have. This sounds like a diplomatic nightmare.

WHO....WHO sent Rosenberg-Wilson to Niger ....WHO approved that??? The question of the day. Probably either Foley, with the connivance of the Wilsonbergs, or the Wilsonbergs themselves.
Either way, the approver of the journey is key, as they would be part of the plot to discredit.
This thing is beginning to smell more every day.

She is his third wife (I believe). They got married if I'm not mistaken when he was Bubba's Ambassador to Africa. How does one become an ambassador to a continent? Ask Bubba.
Probably the only time they left the USA together was on Bubba's Africa Trip that was organized and lined up by Wilson. If she went. If she went and she was a true CIA operative, did she violate going to any country of potential danger for her if kidnapped? If so, she violated a severe safety precaution of the intel community.

And, with a value system like that, what does the integrity of the system count for? They will gladly destroy the civil service, if need be.
