I'm sorry, but you're wrong. It is true that most Shabbatot that immediately precede Rosh Chodesh is a Shabbat Machar Chodesh and the haftarah you cited is read. HOWEVER, this past Shabbat preceded Rosh Chodesh Nisan and is known as Shabbat HaChodesh. Because of that a special maftir was read (Exodus 12:1-20) and the haftarah was Ezekiel 45:16-46:18.
