This article opens up a very interesting discussion. I believe Pope John Paul II did begin to ask the question concerning Papal authority concentrated in Rome vs the authority each bishop has. There are technical terms for each but I'd have to do some more research to describe them better. Maybe someone else has an understanding of this debate and the arguments pro and con.

The LA Times will more than likely print a followup article suggesting Downsizing the Papacy isn't enough. The church must consider Out Sourcing the Papacy to the UN.

From my link above: The presence in Rome of Bartholomew I, Orthodox Patriarch of Constantinople, for the feast of Sts. Peter and Paul, has given the Pope the opportunity to affirm that the petrine primacy a very controversial issue in ecumenical dialogue simply means presiding over the universal mission of the Church which is to bring to the world the Gospel of Christ, Redeemer of man and history.

I thought the same thing here and was wondering why Quinn was being quoted.
