In This passage From Isaiah, The LORD Declares His Holy Name (YHVH), which is rendered as "The LORD" in most Translations. This adjustment is made so as to prevent even the accidental defiling of The LORD'S Holy Name, as books, scrolls and paper are easily destroyed by fire, water, or vandalism. It is for this same reason we often see "G-d" in Jewish writings. Whenever you see "The LORD" in all caps in an English Translation of the Bible, it is ACTUALLY the Precious Holy Name of The Almighty.
