My granddaughter has black eyes and you can’t see the pupils. I’ve let her in my house several thousand times.

I don’t know about black-eyed children, but I did encounter something I can’t expain once, more than once but this one has always stuck with me.
I was in Tucson, AZ late at night and had to go to a parking lot behind the establishment I was at to reach my truck, then drive out of an alley to the main road. The alley was all of maybe 100 feet long, and contained nothing large enough for a human to have hidden behind without being noticed. I had a friend in the truck with me. As we drove down the alley I noticed something standing in the alley that looked like a human, it was upright, it had two arms. I couldn’t see much in the way of facial features. It drew long looks from both of us. We were both overcame with a feeling of dread as we looked.
After we were on the main road, I asked, “Did you see that?”
He answered, “Yes.” After a pause he continued, “If you ever see that thing again, kill it.” He matched my thoughts exactly.
Well, it’s true. And even coming home from a Scouts meeting at 8:30 (a much more likely occurence), we wouldn’t stop at a convenience store. If we needed something, we’d go to the Harris Teeter, and I’d go in to check out the wine bargains, not wait in the car.

That presumes you would be able to kill it to begin with...
Cats’ eyes dilate when they are about to pounce. Fear of black eyes would seem to be a biological reaction to get one’s butt moving. Of course in people, completely dilated pupils is not normal and often an indication of drug use, so one would be a fool to invite him into his car or home.
Sounds like a rehash of the fake “Men in Black” stories of the late 1960s.
The MIB were said to be agents for or against investigating UFO sightings.
Some magazine editors later came forward as the authors of the MIB scam.

Black-eyed children don’t scare me as much as blue-lipped, jug-eared presidents.
In this case the entire eye is black, the pupil, the iris, and the sclera, all jet black.
Demons? Maybe?
Space Aliens? Maybe?
