Civ, my view is that aid is a bribe to keep Egypt honoring the peace treaty with Israel and keep them out of the Russian orbit. It's worked well for that purpose since the Sadat era, at least until the Brotherhood took power.

As for the military beating the daylights out of the Brotherhood, well I'm not shedding any tears.
