Any Mass at which the celebrant wears red vestments. More properly, a votive Mass of the Holy Spirit offered on the occasion of a solemn opening of church councils, synods, schools, civil courts, or legislative assemblies.

Here I always thought that the red vestments honored some martyr. How dumb am I? :o)

That too! You are correct. I think most of us connect red vestments with Good Friday, Pentecost and martyrs.
