From what little I know about the subject, it is not allowed to keep people from confession for that.

People who express Fr. Sullivan's opinion have lost faith IMHO.
In spirit Fr. Mike is still not complying. He should not be spouting off to the press with his ideas. He should not be putting bizarre restrictions on the sacrament. His response should be, “I appreciate the bishop’s correction and we are complying fully.”
