Malta was, only 20 years or so ago, one of the most functionally Christian countries on earth. Mass attendance was around 80%
I doubt that such laws even occurred to the Maltese. It was the U.S. State Dept., American NGOs, the World Bank, and other organs of the American Deep State, that pressured Malta into adopting such laws.
