I too hope that hell is empty, but my gut feeling says it’s overcrowded. But hopefully those who deserve hell are spending their lives on earth. Hell is displayed in concentration camps, NKorea, and other places on earth. For some people hell is here on earth in the form of physical and emotional pain. Hell is the fear of not knowing what the future brings, but mankind is working on making it a reality.

In a way it is because suffering on earth — if it is offered up as redemptive suffering — can offset some time in hell.
