September 15, 2003 DoD Identifies Army Casualties
The Department of Defense announced today the deaths of three soldiers who were supporting Operation Iraqi Freedom.
Master Sgt. Kevin N. Morehead, 33, of Little Rock, Ark., and Sgt. 1st Class William M. Bennett, 35, of Seymour, Tenn., were killed on Sept. 12, in Ar Ramadi, Iraq. Both soldiers died of wounds they received when their unit executed a raid on enemy forces. The soldiers were assigned to 3rd Battalion, 5th Special Forces Group, Fort Campbell, Ky.
Sgt. Trevor A. Blumberg, 22, of Canton, Mich., was killed on Sept. 14 in Baghdad, Iraq. Blumberg was on patrol when two improvised explosive devices struck his vehicle. Blumberg was assigned to 1st Battalion, 504th Parachute Infantry Regiment, 82nd Airborne Division, Fort Bragg, N.C.
These incidents are under investigation.
September 16, 2003 DoD Identifies Army Casualty
The Department of Defense announced today that Staff Sgt. Kevin C. Kimmerly, 31, of North Creek, N.Y., was killed on Sept. 15, in Baghdad, Iraq. While on patrol, Kimmerly's vehicle was hit by a rocket propelled grenade. Kimmerly died of his injuries.
Kimmerly was assigned to B Battery, 4th Battalion, 27th Field Artillery Regiment, based in Baumholder, Germany.
The incident is under investigation.
September 17, 2003 DoD Identifies Army Casualty
The Department of Defense announced today that Spc. Alyssa R. Peterson, 27, of Flagstaff, Ariz., died on Sept. 15 in Telafar, Iraq. Peterson died from a non-combat weapons discharge.
Peterson was assigned to C Company, 311th Military Intelligence Battalion, 101st Airborne Division (Air Assault), Fort Campbell, Ky.
The incident is under investigation.
September 17, 2003 DoD Identifies Army Casualty
The Department of Defense announced today that Spc. Craig S. Ivory, 26, of Port Matilda, Pa., died on Aug. 17 in Homberg University Hospital, Germany. Ivory was medically evacuated from Kuwait on Aug. 12. Ivory died of a non-combat related cause on Aug. 17.
Ivory was assigned to the 501st Forward Support Company, 173rd Airborne Brigade, Southern European Task Force, Vicenza, Italy.
The incident is under investigation.

Designated Marksmen Put Djibouti in Crosshairs
Camp Lemonier, Djibouti Marines and Designated Marksmen with Task Force Rawhide participated in a live-fire training exercise here in late August, honing their skills to better support Combined Joint Task Force Horn of Africas mission.
The marksmen, DMs in Marine lingo, recently joined CJTF-HOA as part of Task Force Rawhide whose task is to provide security for Camp Lemonier personnel here supporting the mission of detecting, disrupting and defeating transnational terrorism in the East African region.
Its critical that we have the DMs with us; its not only to (deter) the enemy, but they are a key element of our success in the (Horn of Africa), said Marine 1st Lt. James Moran, executive officer of Task Force Rawhide.
Having Designated Marksmen in the Horn of Africa is important because it gives Camp Lemonier a precision fire capability it would otherwise not have.
Carrying M14s, DMs are highly qualified in marksmanship and observation, providing precision shots on identified targets, according to Marine Cpl. Pawel Pazgan, DM team leader with Rawhide.
One well-aimed shot is considered to be the deadliest force on the battlefield, according to said Marine Lance Cpl. Hans Allen, DM with Rawhide.
As designated marksmen, we are always in support of security missions wherever needed, said Pazgan. We provide security inside and outside of Camp Lemonier. We are the first to take out a threat if an advance is made near the perimeter.
Its important that we get our DM Marines out to the firing range before we put them on post, Moran said. You can never live-fire enough with Marines, its a valuable asset to them. In the future well have two live-fire training exercises each week. More

BAMIAN, Afghanistan, Sept. 17, 2003 Shouts of joy from the townsfolk rise as the four mounted cowboys ride through the small, desert town they help keep safe from a gang of ruthless renegades.
No, this isnt a scene from an old western movie; its as real as it gets. The cowboys are the U.S. and coalition forces in the Bamian Province, the renegades are the Taliban, and the townsfolk are the people of Bamian City.
At least once a week, the Bamian Provincial Reconstruction Team Civil Affairs Team rides horse back through the bazaar, the central point of the city, to show the people that they are and will remain safe from the Taliban.
The purpose of the rides is to show (U.S. and coalition) presence to the people of Afghanistan that we have come (and) that were not like the Taliban, said Lt. Col. Monti G. Zimmerman, Coalition Joint Civil Military Operations Task Force.
The sense of security is emphasized because there was an edict written and prepared by the Taliban that said it was against the law to ride a horse in and through a bazaar, and therefore we demonstrate that you can safely ride a horse in and through a bazaar, said Zimmerman.
Ever since the Taliban were driven out of town by the U.S. and coalition forces, the townsfolk do feel a sense of security, said Zimmerman. The fact that businesses, school attendance and the overall towns activities have increased shows that the people do feel safe, he said.
The CA team tries to spread that sense of security to the entire Bamian Province to include those parts that are almost impossible to get to, said Zimmerman, even if it means riding a horse through rough terrain for several days to get to that location. Theres not a lot that weve been doing in Afghanistan that I would say is normal, he said.
What weve been doing is doctrinal in terms of our interactions, but how weve been doing the interactions has had unique challenges based on the terrain and the environment and the people that were coming to see, said Zimmerman. The fact that the majority of the people here live at such a basic level (has) meant that we have had to go back to more basic means in order to get the team out to the villages, he said.
Riding out to the more difficult locations shows that we can get to the same places the (locals) can get, and were not only limited to vehicles and those sorts of things, said Maj. Sid McKissock, the New Zealand Army operations officer at the Bamian PRT, who plans on continuing the horse operations.
So when we say were going to achieve something, and it might be in a very inaccessible place, people will start to believe that yes we can go out and do that even if we have to walk, ride a horse or whatever, he said.
Zimmermans predecessor first initiated the concept of Civil Affairs personnel riding out to the remote villages, and since he took over, Zimmerman has ridden out to more than a dozen villages.
Many times the people are initially startled to see the soldiers ride up to their village on horseback, said Zimmerman. The only people that had ridden horses to them prior were the Taliban to burn the houses, kill the people, and steal their livestock.
But once the villagers see that the soldiers are there to provide instead of pillage, they welcome them with smiles and shouts of Tashakor which means thank you in Dari, said Zimmerman. Just having the fact that they can live their lives without interruption is a huge success for them and for us.

Agency Seeks Former POWs Lacking Benefits Associated Press
WASHINGTON - Veterans Affairs wants former prisoners of war who are not getting disability compensation, health care and other benefits to contact the department.
The agency said Friday an estimated 11,000 former POWs are not getting benefits to which they are entitled. The VA issued the plea in conjunction with National POW-MIA Recognition Day.
VA Secretary Anthony Principi said more ex-POWs are eligible for benefits as new illnesses are determined to be related to their captivity. In July, VA said it would provide benefits to former POWs with cirrhosis of the liver.
Former POWs are eligible for VA medical care and are exempt from health care co-payments. Free dental treatment is available if their captivity lasted more than 90 days.
"These veterans sacrificed for their country in time of war, and it's the nation's turn to serve them, to help them determine if they are entitled to compensation, health care or other services," Principi said.
The VA said more than 23,000 former POWs receive compensation. The VA sent a letter to another 4,700 to tell them that they were entitled to benefits.
VA said it is hard to find many former POWs because they served during World War II, before Social Security numbers were used as military service numbers.
VA is asking anyone who knows of former POWs who are not enrolled for benefits or who did not receive a letter to call 1-800-827-1000.

Foxhole NEWS Alert:
After considerable thought I've come to the decision to discontinue posting the "News in Review" threads on Monday. I will be posting threads, but just not the News.
I hesitated in the beginning with my decision to post News considering all the news that is already on FR but decided to try it. Now after a few months and seeing more threads that have started posting the news in a consolidated fashion more regularly, I've decided to move on to something else for Monday's.
At this time I'm making no commitment except to bring you something I think will be of interest to Foxhole readers and of course staying in line with our mission statement.
Of course, as always we encourage you to post items of interest to our readers as you see fit any day and any time.
As it is now I don't really have a "theme" for Mondays or Fridays except for leaving the "Battles and Military Biographies" up to SAM.
Thankfully for me SAM gives me free reign and so I'm left with direction based on our mission statement yet free will on what to post.
I value your suggestions and comments. If there is something particular you would like to have me profile at the Foxhole, or you really do want the weekly news here please let me know.
I want to thank everyone for their contributions to the Foxhole and for your continued support.

The weather is odd, kinda one of those mind-slurping grey overcast days here at the moment.
It's 'ugh' here in every sense of the word.

Well, yes.
I woke to the smell of garlic and this awful pounding and shuffling with a pain in my chest.
And the poor man who was helping me with the pain in my chest looked so shocked when I opened my eyes.
I explained to him that I often have sharp pains in my chest, and that I didn't see how pounding a wooden thingie with a mallet would change it at all.
He then pulled out a small bottle and splashed some water on me.
I kindly took him up on his offer of a drink, and took a few gulps from the waterbottle.
For some reason, his eyes got MUCH bigger than they were before that.
I walked him to the door and let him out, he was making strange keening noises by then, and set him free to run with the rest of his herd.
Now I'm wet, garlicy, and looking like a pincushion.
*Sigh*
Some people just have to be so rude and wake people up from unholy slumber so early like that.

Actually, my eyes opened and I wondered why the clock said '4:30'.

Air Power Typhoon EF-2000 Eurofighter

Eurofighter is a single-seat, twin-engine, agile combat aircraft which will be used in the air-to-air, air-to-ground and tactical reconnaissance roles. The design of Eurofighter Typhoon is optimised for air dominance performance with high instantaneous and sustained turn rates, and specific excess power. Special emphasis has been placed on low wing loading, high thrust to weight ratio, excellent all round vision and carefree handling. The use of Stealth technology is incorporated throughout the aircrafts basic design.
In September 1998 the Eurofighter was also designated the Typhoon, though this nomenclature is intended only for use in export markets outside Europe. Eurofighter remains the offical name in Europe, and Typhoon will not automatically be the EF2000s name with the four partner air forces when it enters service.
Eurofighter's air dominance supremacy and versatility as a multi-role combat aircraft is marked by its highly potent and comprehensive air-to-surface attack capability:
- Air Interdiction - capable of delivering a large payload over long distances, by day or night. Multiple, flexible sensors coupled with passive modes of delivery, and the retention of a full air-to-air fit ensure a formidable weapon system
- Close Air Support - ability to remain on task for long periods. Its sophisticated sensor suite allows close co-ordination with ground commanders, and the identification of individual targets
- Suppression of Enemy Air Defences (SEAD) - the combination of pinpoint navigational accuracy, highly sophisticated onboard sensors and dedicated 'fire and forget' weapons, ensure effective targeting of enemy air defences
- Maritime Attack - dedicated radar modes and datalink enable Eurofighter Typhoon to operate autonomously, or as part of an offensive force
- Eurofighters high performance is matched by excellent all round vision and by sophisticated attack, identification and defence systems which include the ECR 90 long range radar and Infra Red Search and Track (IRST) system, advanced medium and short range air-to-air missiles and a comprehensive electronic warfare suite to enhance weapon system effectiveness and survivability. Eurofighter Typhoon is intentionally aerodynamically unstable to provide extremely high levels of agility, reduced drag and enhanced lift. The unstable design cannot be flown by conventional means and the pilot controls the aircraft via a computerised fly by wire system.
The Eurojet EJ200 military turbofan was designed specifically to match Eurofighter Typhoons mission requirements. The overall design ensures a small lightweight engine with the thrust and strength to match the typically on demand reheat temperatures generated during combat. The EJ200 engine combines high thrust with low fuel consumption. To reduce ownership cost over Eurofighter Typhoons in-service life of 25 years or 6,000 flying hours, and to ensure maximum availability, the important areas of Reliability, Maintainability and Testability have been given equal priority to performance and flight safety.
Since Eurofighter first flew in Germany on 27 March 1994 all seven development aircraft have flown. Aircraft in the flight test program have completed over 790 sorties (658 hours). Full carefree handling and a speed of Mach 2.0 have been achieved as have air to air refuelling and weapons firings of Sidewinder and AMRAAM. Pilots have described the aircraft as 'exhilarating' to fly.
Eurofighter production will make use of several innovations in production engineering. These include the use of a modern integrated design, manufacturing and management systems and the introduction of automated processes for the production of a number of aircraft components.
Production contract for the first batch of 148 aircraft were placed by the Eurofighter management agency NETMA (NATO Eurofighter 2000 and Tornado Management Agency) on behalf of the partner nations. Fixed prices were agreed prior to the commitment of each contract. The contracts were signed by NETMA, Eurofighter GmbH and Eurojet GmbH.
Germany plans to assemble 180 Eurofighters of the 620 that consortium members are to buy. Britain is to take 232, Italy 121 and Spain 87. British Eurofighter aircraft will be assembled at British Aerospace sites in Lancashire from components manufactured by companies in the four partner nations. Rolls Royce will manufacture the engines, mainly in Bristol and Derby. In the other nations the respective partner companies will have their own assembly lines in Munich, Turin and Madrid. Some 200 UK companies, including GEC Marconi, Dowty, Lucas, Martin Baker, Normalair Garrett, Pilkington Thorn Optics, Smiths Industries, Computing Devices and Ultra Electronics, are involved in the development of a range of equipments for Eurofighter, including the radar and defensive aids subsystem. In the UK, over 6000 jobs depend on the Eurofighter development phase and this is expected to rise to some 14000 at the peak of production.
The UK intends to procure 232 aircraft to replace the Tornado F3 and the Jaguar. Deliveries to the Royal Air Force began in June 2002 and are scheduled to run until the year 2014. The current estimated total procurement cost of the program to the UK is £15.9Bn.
As of August 1995 delivery of the first aircraft to the Royal Air Force was scheduled for December 2000, some three years later than planned at the start of the development phase. The roots of much of the cost escalation and re-scheduling can be traced to the collaborative commercial and managerial arrangements for the program rather than to major technical difficulties. In particular, the requirement for worksharing at all levels between the partner nations has, in some cases, resulted in work being placed with specially created industrial consortia with variable levels of technical expertise. Compared to the original 1988 estimate the cost to the United Kingdom of the development phase had risen by some 23 per cent.
The commercial arrangements put in place in 1988 were seen as a step forward on previous practice for collaborative projects and were thought to deal pragmatically with the complexities of a development program stretching over 10 years. However, in practice they did not encourage efficient performance by industry and left nations exposed to a higher degree of commercial risk than expected. These shortcomings have been addressed as part of the "re-orientation" of the development program which the partner nations formally agreed at the end of July 1995. This permited the placing of revised main development contracts which will reduce nations exposure to cost increases and provide significantly greater incentive on industry to manage the project efficiently.
The managerial arrangements were modelled upon those for the tri-national Tornado program and were thought at the time to be appropriate for such a complex project. In practice they have proved somewhat cumbersome and bureaucratic. Steps are being taken to rectify this. The industrial management of the program improved, while the government management arrangements are being overhauled as part of the merger in 1996 of the international management agencies for Eurofighter 2000 and Tornado. Overall, these improvements, taken together with the revised commercial arrangements, placed the program on a much firmer footing.
Political and financial uncertainties, although difficult to quantify, have also played a part in the rescheduling of the reorientated program.
In July 2002 the Austrian government selected the European-built Eurofighter Typhoon to replace its aging fleet of jet fighters. The contract could be worth up to $1.76 billion if Austria opted for the full order of 24 planes. The order was the first confirmed export for the Eurofighter, which had 620 orders from the countries that are building it. Cutting costs after the destructive August 2002 floods in Europe, Austria lowered its Typhoon order to 18 planes instead of 24. Greece has put off till after 2004 an announced plan to buy at least 60 Typhoons.
The consortium also is trying to sell Typhoons to Australia, the Netherlands, Norway, Portugal, Saudi Arabia and Singapore. The Netherlands and Norway have signed up as partners on the F-35 JSF and Australia is expected to do so. Unlike the F-35, the Typhoon is not a "stealth" aircraft, but the Eurofighter's radar cross-section is significantly below the F-16.
One disadvantage in the Typhoon's $58 million price. It is more expensive than the $30 million F-16, while the F-35 is expected to cost on average about $50 million when it comes into production. Eurofighter originally planned to bring the Typhoon to the market in the mid-1990s, a decade before the next-generation US fighter would be ready. But budget cuts, technical problems and disagreements among the four Eurofighter partners led to a delay of seven or eight years.
