If we (the US) made a $3 bill, and this "artwork" could be mistaken for genuine currency, then it could fall under counterfit laws. A $3 bill is just a novelty item. I have gotten a few real dollars rubber stamped with "queer money". That legally is defacing currency. (Although they spent just fine)...
