Sacramento -- Gov. Gray Davis announced Monday a plan to build 11,000 new units of housing for the homeless by 2010, nearly tripling the state's current commitment.
Much of the money to pay for the housing would come from a $2.1 billion housing bond that is on the November ballot. Davis administration officials also announced a series of steps to try to combat homelessness, following recommendations made by the governor's task force on the issue.

A federal law approved by the Bush administration requires every school district to have a homelessness liaison. The state wants to work with the schools on the services that are available.

We should provide houses for the homeless. Why should we force them to sell drugs and prostitute themselves on the street? We should keep them indoors where they are safe. :]

Whats next, cars for the car-less?
Where does our Government get the right to steal my money and give it to those who choose not to work? Damn politicians buying votes again. A few months ago I wrote that only those who own property should be allowed to vote. One day when all the money is gone due to the handouts you all will see the wisdom of such a plan.
Just filed my taxes, basically my wifes labor paid the tax bill. What a system, two people work in order make a living and raise the children. Whats wrong with this country? No parents at home, both work, one to put bread on the table and the other to pay taxes so that Government can give my earnings to those who choose not to work. Remember the 1950s at least one parent at home, minor problems. Now look at the 2000s no parents at home and we have lots of problems.
Thank you socialist.

It was 1994-96 timeframe when the Naval Station, Long Beach, CA closed. I believe there were about 300 "housing-units" for enlisted families... The plan was to turn-over the units to the State to be used as low-income housing... The State refused to accept the units because they
"Were not fit for human habitation." So the bottom line is that while some housing it fit for dogs and military families... it's not good enough for the "homeless."
I can only wonder if the "Davis" plan includes each unit having it's own spa...(cable TV is a given).

"An estimated 1.1 million homeless people live in California, and as many as 108,000 may be chronically homeless, meaning they have no shelter for at least six months out of the year.
The state releases about 150,000 people each year from (prison or mental hospitals and young adults who leave foster care)."And 11,000 units over the next 8 years are going to solve the problem?? Typical liberalism -- asking for money to solve a problem, knowing that the solution will fall way short of the goal. Then asking for more and more money.
Could someone ask this Santa Clause how $2.1B is going to make any difference? Money that the State doesn't have.

Roman said Massachusetts had begun a similar preventive program to offer housing to people in those high-risk populations before they become homeless. She said New York is the only other state to have created a fund to help finance housing for the homeless. It has created 7,000 housing units. Personally, I hope they keep it up.
If the voters of these states are stupid enough to advertise to the country, "Come to our state and we'll feed you, clothe you and give you a home", then great - that'll be fewer bums on the street corners of my state.
This is why State's Rights are so important over Federal Government; if the citizens of a state want to be socialists, they have the right to make it happen by electing and supporting socialist state government.
Normal Americans will choose to move elsewhere - and take their tax dollars with them.

I promise to vote for it if they build the shelters in San Francisco or Berkeley.

Aw c'mon, give the state a chance here. In the beginning the shelters will be fit for human habitation. After the homeless move in, they will soon make the shelters unfit for human habitation. Drugs, alcohol, prostitution, needles - you name it and the shelters will have it. But here is the great part. Government housing projects have a way of degenerating to the point they have to be evacuated and then what happens? The government evacuates the units, rebuilds and remodels them, and moves the former residents right back and they start the cycle all over until the homes are trashed again! And then what happens? The government evacuates them, rebuilds and remodels the units, and then moves the former residents back in and they begin the trashing process yet again! It is a never ending liberal boondoggle and that is why they like establishing nonsense like this. We will have sanity in G'ment only when the liberals are defeated.

Perhaps the building projects would be located on state land, under freeway overpasses. Each unit will have a two-car garage to keep the shopping carts out of the weather. Above location would also save a few bucks on moving expenses Davis would likely offer to the new residents.

I don't know the accuracy of the story, but:
A guy from Chicago was telling me the city was "tearing-down" the North Shore projects at the rate of one per year...
Any Chicago "Freepers" care to correct or amplify that?

I remember seeing the infamous Cabrini Green projects in Chicago, but I imagine they have been all torn down by now. Man, were they ever hellholes. My main experience in California though is observing public project housing that relentlessly follow the path I outlined; The Government builds them, stocks them with uncaring tenants, evacuates them after the tenants trash and destroy them, then rebuilds and remodels, and moves the tenants back in until the housing is again uninhabitable. It is disgusting, and there is NOTHING the taxpayer can do about it.

Much of the money to pay for the housing would come from a $2.1 billion housing bond that is on the November ballot. That which is subsidized increases in size and cost. I don't suppose the media sycophants are going to call this a pre-election bribe tactic, as they would if a Republican was doing this.
To: CounterCounterCulture
"Using a portion of the bond proceeds to get the most visible homeless permanently off the streets is a goal Californians should embrace," Davis said. By all means Gray, get 'em off the streets - to make room for the next several hundred thousand who'll inevitably flood in from the other 49 states in hopes of getting their own free digs.
Thanks Governor - you & your pals have made California the human refuse dump for the entire country.

Normal Americans will choose to move elsewhere - and take their tax dollars with them.Don't kid yourself - while you're chuckling at CA's situation some enterprising politician in YOUR own state is providing for their future by importing their own set of thumb-sucking government dependants. All the while cloaking their intentions in nice words like 'compassion', etc.
Its probably happening already. California merely leads the way...
