WECC Status Report-(California ISO-Oops, I did it again! and again!)

Other Comments: CISO reported shedding approximately 325 MW’s of Interruptible Load in the PGAE area for the disturbance reported on Tuesday, October 8 th . PPOA reported shedding 125 MW’s of contracted underfrequency load for the same disturbance.

Tuesday’s Notable Events: At 1531 the Midpoint-Summer Lake, Grizzly-Summer Lake and Malin-Summer Lake 500-kV lines tripped by an inadvertent operation of the Breaker Failure Relay at Summer Lake. The Grizzly-Captain Jack 500-kV line was already out of service as scheduled. This initiated RAS, inserting the Chief Joseph Dynamic Braking Resistor and dropped 3030 MW of generation in the Pacific Northwest. Frequency declined to 59.637 Hz. Frequency returned to schedule at 1545. The Grizzly-Summer Lake and Malin-Summer Lake 500-kV lines were returned to service at 1552. The Midpoint-Summer Lake 500-kV line was restored to service at 1701.

I for one am getting really tired of the California almost blacking outs parts of the PNW. They have been working hard all year in trying to blackout California and now they seem to setting their sights on the whole of the West Coast.

3030 MW of generation in the PNW and 325 MW of interruptible load in the Bay Area is a fair amount of power to be jumping around!

I hope that the FERC staff at the California ISO is taking good notes and I hope that they testify as to what they are seeing in the court case where FERC says that the management structure of the ISO needs to be changed and the California Governor says not it is just fine and he needs to be personally in control.

Earth to Gov Davis, nobody at the California ISO is in control, that is the problem.

Kind of busy now, so I am not checking things as regularly or posting as often.

I was upset when I saw that the California ISO has been at it again.

I wonder how many power interruptions need to occur in California, before a newspaper reports on Blackouts? I am sure that the power interruptions were not blackouts and that the low frequency was not a declared Stage X emergency, because that wouldn't have helped Gov. Davis get re-elected.

You know my thoughts on that already. When the inevitable blackouts DO occur, they will be blamed on "energy pirates" in Houston.

Right now, FreeRepublic is the only place where you can find the truth.

Either we are still in an emergency and the media are failing to report it (hence the two blackouts we had last month?), or Davis needs to lose his unchecked emergency powers.

...inadvertent operation of the Breaker Failure Relay at Summer Lake Sounds like an AW SH!T!, to me. Someone bumped the relay or something? Or forgot to cut it out before calibration, perhaps?

Chief Joseph Dynamic Braking Resistor I'm sure that Chief Joseph of the Nez Perce would be proud that the white man named a braking resistor after him. After all, it was he who said:

The Chief Joe breaking resistor is located at Chief Joe dam on the Columbia. That use to be where BPA did its backup frequency regulation for the region.

Yeah, I think disturbence is taking on a new meaning.

Under the topic of the continuing saga of the Cal ISO, I see that they are now troubled by Overgeneration during light load hours and are trying to get around their proceedures. This is probably the Net-load issue that S&P hammered home in their Bond Rating. The ISO can't find an off hours market so rather than eating the cost and asking their suppliers to just not generate, they are bending the rules requesting folks for place decremental schedules to reduce generation. Also, with the loads being as low as they are, one has to wonder why there would be congestion on the transmission system. In today's Cal ISO Oasis operating messages, I found the following:

So is the overgeneration because of the long-term contracts? I thought that many of those were "take or pay".

Then, too, this recession is probably worse than we think, so that may be a contributing cause.

Is Helms Pumped Storage out of service? They can suck up a couple thousand megawatts each night, and give it back during the day. (I worked there for a month - it's an engineering marvel, IMO)

And one more question. Does this mean that Davis will rescind his Lights Out at Night Order?

Don't these <BOZOS> understand that there's only an electricity shortage (so far) during the daytime? And that selling power at night is the only way utilities can recoup their major losses during the day?
