[California] Electricity misers will get no slack

The people given a special legislative break during California's power crisis -- households using relatively little electricity -- won't get the same gentle handling when it comes to paying off the state's energy bonds, regulators decided Thursday.

The 3-2 vote by the state Public Utilities Commission outlined how different electricity customers will pay for the bonds and denied an exemption to those who use less than 130 percent of a minimum "baseline" amount of power.

Have you seen a reuters report from yesterday reporting on how well received the the Top-rated and bank guaranteed, the California power bonds were?

the report was in the OC Register Business section, but has not appeared on the web site! According to the report the bonds pulled in more orders than the banks can fill!

The deal was top rated and backed by a host of banks that guaranteed to pay bondholders in any situation-- the article said!

The part that gets me is that we have a usage that is above baseline because we have our own well. People who use water from a utility get bulk pricing on the power the utility requires for their pumps that doesn't figure into their power consumption. Other than that 2 hp pump, we are very frugal with power.

The rate structure screws us either way. If we could get time of day pricing, I'd put a timer on the well and run it at night.

Same situation I was in when I lived there. I did exactly as you said, and only ran the well pump during off peak hours. I got screwed anyway, because just having a well puts one into the "energy glutton" category, regardless.

Think rural cleansing.
