Yep, you are right. That wierd freakazoid by Moonbeam's side at that time was his Chief of Staff, Davis, who told us about the beginning of the era of limits as you noted:
When Moonbeam came in his Chief of Staff, Gray Davis ushered in the Era of Limits where no new power plants were built, and his band of do gooders began to divert money away from roads and infrastructure to buying votes.
