California's finances are in a world of trouble, and many experts believe the time has come for a top-to-bottom overhaul of the state's tax structure to inject a dose of stability into a treasury beset by wild mood swings.

State revenue now depends so heavily on taxing wealthy individuals that the budget for roads, schools and social services can rise or fall with the performance of a relatively small number of stock portfolios.

Taxing lobbyists? Now there's an idea!

You could also declare that welfare is income, and tax that.

Or better yet, place officers with cash registers along the Mexican border: "California welcomes you, senor. That'll be $5000 for each adult, plus $2000 per child. Muchas gracias!"

Gibson said 44,000 California millionaires paid $15 billion in state income taxes in calendar 2000. The following year, there were only 29,000 millionaires, and their payments were only about $7.5 billion, he said.

This is the results of the Clintonian effect whereby numerous industries were aboe to coook books and thus report exaggerated profits and outlooks. Criminal, Yes? Prosecutable, why not? In this country with it's present administration's "new tone", never happen.. IMO

A huge T A X increase is on the way to you californios! You should have voted Repubican across the board and you could have got some Federal $$$ relief. For now, you and your fellow RATS and your budget are toast! Blame Davis and yourselves that voted him and the RAT pols in Sacramento into power.

I voted Republican across the board, and knocked on the door of every republican in my precinct and dragged them to the polls, but it didn't do the trick.

At least California can't continue taxing me if I move to Nevada.

They left out the most obvious answer for balancing their out-of-control budget;

Eject the 5 million or so illegal aliens who are engaged in sucking the state "services" dry!

But But But, I thought every man, woman and child lost every penny in the market "bubble".

I just read this morning that Starbucks is opening a huge roasting plant in Minden Nv that will employ 200 people yet most of the coffee is consumed in Ca.

Liberals are shameless. Even as they contemplate confiscatory tax increases, the publicly presented topic of discussion is "rationalizing" the tax structure. Hilarious. The problem is not that Democrats have to lay their hands on every spare cent in circulation, in a desperate attempt to fund their bloated welfare state. No, the problem is a technical one: the present tax "structure" relies overmuch on "fluctuating" sources of income. It just needs to be "rationalized".

It would be absolutely laughable, if it weren't for the fact that you taxpayers in CA are going to be beaten like mules. Get ready for Davis' "rationalization".

Please don't lump all californians together. I'm active duty military (still a resident of WA), but there are two democrat cities - LA & SF. The rest of the state is solid republican - but gets outvoted by those huge sinkholes of dependency.

As usual, the author overlooked the 36% spending increase in Dufus' firts term. The problem is characterized purely as a revenue shortage, not excessive spending. Typical socialist Sacramento claptrap.

California has the best environment for becoming a millionaire. The only requirement is you first have to be a multi-millionare.

The article would have taken a lot less time to read if had simply been:

"Woe is me", say scumbag Democrats.... "There's no place left to confiscate!"

It would have been exactly the same article.

With all the budget problems, the Liberal Establishment reaches into its' bag o' trick...being ONE trick, and proposes raising taxes.

Never do they address the out-of-control spending and growth of spending...never do they talk of reducing spending, EXCEPT for the threat of slashing funding for fire, police, health amd education...the things that are priority for the State to do with the $$$ they confiscate from the inDUHviduals!

Kalifornistan can sit and spin, I'll not bail them out with my $$$. Take action, stage a revolt/revolution, and remove the accursed Liberals from their tick-like entrenced positions of power.

Eliminate WASTE, and do something to CONTROL illegal immigration on your borders. Stop letting the likes of Willie Brown give your $$$ to the bums and transients, and Berkeley has to be fumigated!

Pelosi, Davis and Boxer hold your future...enjoy! Or be sensible, and ABANDON SHIP!!! Think, you will be able to reclaim your property at a fraction of what you sell it at, after the Socialists fantasies collapse and they are strung up or run out!
