NY State varies by local government's attitude towards granting the privilege. NYC had celebrity concealed carry privileges renewed until the city councilman was shot and killed at city hall. After that, Bloomberg told Ray Kelly, the Commissioner of the NYPD, to stop renewal for celebrities, e.g. Robert De Niro, Bill Buckley, etc. Now in NYC, someone requesting CCW privileges must demonstrate need to the NYPD(NYC).
