I think Bush is floating a trial balloon--no, even a false effort--with the hope that it will be viewed or cited as a positive effort toward "inclusiveness" and that it will be defeated by public opinion and congressional action.

Just like the CFR legislation when he thought that the Supreme Court wouldn't let it stand and signed it anyway.

I'm sorry, but Bush just dropped another turd in the punchbowl.

In the CFR action, Bush went for the short run because the GOP was positioned well for more hard money.

In the long run the 1st Amendment has been trampled.

You may well be likely correct but if you are Bush is going to lose his conservative base.
