First I think it was a terrible idea for the federal government to buy the land and turn it into a nation park. Second under the terms of the contracts under which the federal government bought the land which is now the Padre Island National Seashore, the original owners retained the mineral rights and the rights to drill in the future. If the federal government were to ban drilling, they would have to pay for the mineral rights.
