If he's active duty (for a while yet), he will have some serious grief coming his way. Unfortunately, if he's a civilian employee there's probably nothing that can be done officially. What else that can be done would depend on where he works.

Well, they can at the very least.... watch him and put into positions which make him want to quit his job with the US Coast Guard.
