Tie Update!
It is called the "Moire Effect"...caused by limited resolution of NTSC TV (525 lines max.). Would be much better in Hi-Def!

It's not in HD, so that's no help. Good old 480i.

Interesting, I've never been involved in video, but this is very similiar to what is known in the digital audio world as "aliasing".
