Probably.
But the point is that they won't always be crap. They are working to build a professional navy with a high-quality officers and men. You can then take those men (in 10-15 years) and put them into good machines, near to their logistical bases.
Then you have a much bigger problem.

The old vessels are crap...for several years they have been using our money and the manufacturing capability we have helped them build, to build and buy much more capable and modern ones.
