what are the rules on building one from scratch? (and I do mean from scratch, ie: billets of metal)

No can do.

As far as I know possession of just a selector without the appropriate licensing is a felony.

Also, I believe that simply presenting an "issued for construction" drawing of a selector to a machine shop is against the law.

Anyone please correct me if I am incorrect.
