I am the Associate Director and Senior Analyst with the Northeast Intelligence Network. In that capacity, I do a considerable amount of
radio commentary on Al Qaeda and terrorism. Because I speak fluent Arabic, I spend a significant amount of time reading and translating
communications on the Arabic language forums used by terrorists and their supporters.


For some time, we have been tracking a self-proclaimed US based terrorist known on various terrorist web sites as "Terrorist 007." This
person previously used the servers at George Washington University to disseminate terrorist related information and propaganda.


During my appearance on the popular syndicated radio program America at Night early today, I located a message pertaining to
terrorist files on the terrorist forum that was first to host the now infamous Nicholas Berg beheading video. The message was located at:

Unless already disabled, this link displays a list of Jihad video and audio files. Further investigation revealed that these files are
located on the website of the Arkansas Department of Highways and Transportation, meaning that the security of the Arkansas state
operated website has been compromised. Additionally, the state of Arkansas is incurring the high cost of tremendous bandwidth charges in
the dissemination of this material as a result of this security breach.

Security at Arkansas State Website Compromised Highway Department Website Hosting Terrorist Audio
& Video Files

12 July 2004; 10: 00 am EDT – Investigation found that a self-proclaimed US based
terrorist and al Qaeda's "Mujahadeen," known to analysts and authorities by the Internet
name "Terrorist 007", has compromised the security of a website maintained by the State
of Arkansas as illustrated in the above computer screen capture. As a result of this
security breach, the web site operated and maintained by the Arkansas State Department
of Highways and Transportation is currently being used to disseminate a number of
terrorist audio and video files from the Arabic language forum of the Ansar al Sunnah
Supporters. The files, presently linked to a FTP server at www. ahtd. state. ar. us have had
limited distribution to date because of their heavy bandwidth demand and the high costs
associated with such bandwidth use. These costs are now unwittingly being incurred by
the state of Arkansas.


Upon discovery of this situation at 3: 20 this morning, the Northeast Intelligence Network
notified the proper federal and state authorities.

On March 26, 2003 Arkansas Legislators - led by Jodie Mahony (D-El Dorado) - passed HB1729/Act 798 that LEGALIZED Any organization which advocates or teaches the overthrow by force or violence or other unconstitutional means of the governments of the United States or the State of Arkansas.

Shut down your anonymous FTP servers, close port 25 for your ISP, WEP your wireless network so nobody can access it... it's like the internet is a small town that is starting to lock its doors and hire more police. Too damn bad, really.
